Trung Quốc đang mất vị thế “công xưởng” thế giới

(Dân trí) – Khoảng 3 năm trước, chi phí sản xuất hàng hóa tại Trung Quốc thấp hơn Mêhicô 5%. Đến nay, chi phí này đã cao hơn tới 20% và Mêhicô đang trở thành trung tâm sản xuất mới hấp dẫn hơn Trung Quốc.

Là giám đốc quản lý sản xuất khu vực Bắc Mỹ của hãng cung cấp phụ tùng ô tô Takata của Nhật, ông Fred Heegan đã từng chịu áp lực chuyển công việc sản xuất sang Trung Quốc.

Thế nhưng khi một khách hàng nói đến một phụ tùng Trung Quốc giá rẻ hơn, ông Heegan sẽ nói đến những thách thức về chất lượng, vận tải và kỹ thuật tại đây. Ông cho biết việc chuyển sản xuất sang Trung Quốc tiềm ẩn một số chi phí ngầm.

Theo Công ty Alix Partners, chuyên nghiên cứu và tư vấn trong lĩnh vực thuê gia công, lợi thế của Trung Quốc trong một số lĩnh vực sản xuất đã giảm đi nhiều. AlixPartners cho biết năm 2005, khi hàng sản xuất từ Trung Quốc cập cảng Mỹ, giá thành thấp hơn 22% so với chi phí sản xuất tại Mỹ. Vào thời điểm cuối năm 2008, khoảng cách giá cả này chỉ còn 5,5%, một mức không đủ hấp dẫn để chuyển công việc sản xuất đi nửa vòng trái đất.

Khi so sánh với Mêhicô, mức tương quan chi phí này còn gây ngạc nhiên nhiều hơn. 3 năm trước, chi phí sản xuất hàng hóa tại Trung Quốc thấp hơn 5% so với Mêhicô thì đến nay, chi phí này đã cao hơn tới 20%. So sánh với Mỹ, mức tiết kiệm chi phí tại Mêhicô lên tới 25% từ mức 16%.

Business Process Outsourcing (BPO) là gì?

Có nhiều cách nói khác nhau về BPO trong tiếng Việt là: “Thuê ngoài qui trình kinh doanh” hoặc “Dịch vụ nghiệp vụ doanh nghiệp” hoặc “Dịch vụ thuê ngoài”, hoặc “Gia công quy trình kinh doanh”.

BPO là khái niệm để chỉ việc sử dụng các dịch vụ liên quan của các nhà cung cấp chuyên nghiệp bên ngoài thay vì tự tổ chức cung cấp (in-house) nhằm giảm chi phí và tăng khả năng cạnh tranh cũng như khả năng tập trung phát huy những mặt mạnh của doanh nghiệp.

Khái niệm BPO được nhắc đến tại Việt Nam từ cuối năm 2005, nhưng theo khảo sát của IDC, tới năm 2007 vẫn chỉ có 17% các tổ chức, doanh nghiệp Việt Nam cho biết đã sử dụng dịch vụ BPO.

Các djch vụ BPO đã có nhiều doanh nghiệp đang cung cấp chủ yếu như: bảo vệ, kế toán tài chính, luật và dự án IT.

Hiện tại, không ít lãnh đạo doanh nghiệp chưa hiểu rõ BPO là gì? Có lợi ích gì và cần cân nhắc những gì trước khi quyết định triển khai BPO?

Để có thể cung cấp dịch vụ BPO, doanh nghiệp phải có khả năng thay đổi sáng tạo và hướng tới việc cung cấp dịch vụ với quy mô lớn, có thể chia sẻ mạo hiểm với khách hàng và có khả năng cung cấp dịch vụ trọn gói. Đối chiếu những tiêu chí này thì rất ít doanh nghiệp Việt Nam dám “dấn thân” vào lĩnh vực cung cấp dịch vụ BPO.

Tình trạng chung hiện nay là doanh nghiệp lo bị mất tầm kiểm soát khi thực hiện BPO. Những rủi ro như không đảm bảo tính bảo mật, chất lượng kém, không thể liên kết với các nhà dịch vụ… cũng khiến các nhà lãnh đạo công ty, doanh nghiệp do dự khi quyết định có sử dụng BPO hay không.

Thuê ngoài các dịch vụ, đặc biệt là các dịch vụ IT, kế toán thuế, bảo vệ, quản lý lương, kiểm toán nội bộ, quản lý hồ sơ, tuyển dụng, huấn luyện, call center, data center, headhunter… đang và sẽ trở thành xu thế tất yếu đối với các tổ chức, doanh nghiệp

BPO được coi như một phương pháp tiết kiệm chi phí tổ chức thực hiện công việc hoặc sản xuất những sản phẩm mà một công ty cần phải có. Và đó không phải dịch vụ hoặc sản phẩm chủ chốt trong việc duy trì vị trí của công ty trên thị trường, do vậy họ có thể thuê gia công ngoài.
